I agree that banning fans from travelling punishes mostly peaceful supporters, while the couple of hundreds that would have caused problems will find a way to do just that anyway. As for Napoli being on the list or not, they will evaluate each game, so it also matters against who you are playing; if the two teams' supporters have a history of reciprocal violence, the travelling fans will be likely banned for now.
